The Administrative Services Department  is comprised of the Divisions of City Clerk, Human Resources, and Risk Management, and is overseen by the Administrative Services Manager.


City Clerk - The City Clerk Division administers the legislative process.

Human Resources - The Human Resources Division administers centralized personnel functions for the City of Porterville.
          
Risk Management - The Risk Management Division serves to protect the City against loss of its revenues and resources, and at the same time provide insurance coverage adequate to cover the City's various exposures to risk and liability.
