Final Public Hearing for Input on Community Development Block Grant

The City of Porterville will hold a public hearing in conjunction with the Community Development Block Grant Advisory (CDBG) and Housing Opportunity Committee on Tuesday, May 4, 2010 at 7:00 p.m., in the City Hall Council Chambers, 291 North Main Street. This public hearing is held to obtain the views of citizens, public agencies, and other interested parties in drafting the 2010 Five Year Consolidated Plan and the 2010/2011 Annual Action Plan. Also, the Program performance conducted during Fiscal Year 2008/09 will be reviewed at the meeting.

The Consolidated Plan identifies the housing and non-housing community development needs of the City of Porterville, as well as, establishes objectives, priorities, and actions to address these needs. The United States Department of Housing and Urban Development (HUD) administers a variety of programs designed to provide decent housing, expand economic opportunities and assist in meeting public service needs of the community. These programs are principally designed to assist the low and moderate income families of the community. HUD requires that all jurisdictions which receive grants through the Community Development Block Grant Program prepare a Consolidated Plan for a five year period.

The City of Porterville anticipates receiving an Entitlement Grant of approximately $800,000 annually during this five year plan period. Programs funded in the previous five year planning period include the Porterville Youth Center located at the Heritage Center, debt service on the Section 108 loan that was used for the development of the Heritage Center, the Murry Park Improvement Program, the Business Assistance Program, the First Time Low Income Homebuyer Program including the Homebuyer Education component, the Owner Occupied Housing Rehabilitation Program, and the Public Utilities Loan Program.

Any and all persons interested in this matter may appear and be heard at the Public hearing on May 4, 2010. Persons of low-and moderate-income, disabled and elderly persons, members of minority groups, and persons residing in areas where Community Development Block Grant Program activities are proposed are particularly encouraged to attend. The Five Year Consolidated Plan and Annual Action Plan will then be submitted to HUD by the deadline date of May 15, 2010.
