COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY AND HOUSING COMMITTEE

The Community Development Block Grant Advisory and Housing Committee functions in an advisory capacity to the City Council regarding the planning, implementation, and assessment of the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs. 

This Committee consists of seven (7) residents of the City, appointed annually by the City Council.

Members:  Pat Contreras, Doug Heusdens, Kelle Jo Lowe, Grace Munoz-Rios, Linda Olmedo, Kathy Guinn and Rebecca Vigil.

Meetings are held yearly, or as needed, City Hall, Conference Room, 291 N. Main Street.

VACANT SEAT

There is currently a vacant seat on the Community Development Block Grant (CDBG) Citzens' Advisory and Housing Opportunity Committee. This is a one-year term from date of appointment. The CDBG Committee serves in an advisory capacity to the City Council regarding program design, implementation, and assessment, to ensure that Porterville residents are given a full opportunity to particpate in the CDBG Program. This Committee consists of seven residents of the city, appointed annually by the City Council. The Citizen Participation Plan places particular emphasis on obtaining representation of low and moderate income persons residing in slum and blight areas, members of minority groups, the elderly, the disabled, and residents of areas where use of funds is proposed. Citizens and civic organizations are urged to make recommendations on allocation of the City's multi-purpose Community Development Block Grant since 1981/82. Full participation in the planning of the Consolidated Plan, Action Plans, Analysis of impediments and other CDBG required documents is expected. The committee attends special meetings and Public Hearings. Current dates for the spring of 2020 are:

  • February 20, 2020 - 5:30 pm - 1st Public Hearing & CDBG Citizens' Advisory and Housing Opportunity Committee Meeting/City Hall, Coleman Conf. Room - 291 N. Main St.
  • April 21, 2020 - 6:30 pm Public Hearing for Approval of Consolidated Plan/City Hall - 291 N. Main Street.

A City of Porterville resident interested in being considered for an appointment should submit an application by January 24, 2020 to City Clerk's Office, 291 N. Main St., Porterville, CA 93257.
