April 2017 Employee of the Month

Oscar Zepeda

Community Development Department

Oscar Zepeda began working for the City March 1, 2016, as a Planning Technician. He is a Porterville native, and graduated from Granite Hills High School, then received his Associate of Science Degree in Business Administration from San Joaquin Valley College. Oscar is happily married to his beautiful wife Téma, and is proud of his son, René (8).

In addition to the day-to-day planning activities such as building permit review, zoning questions and code enforcement, Oscar has focused much of the last year on the East Porterville Water Supply project.

From the initial involvement of the City in the East Porterville Water Supply Project, Oscar’s efforts have been immensely important. His first assignment included a detailed field survey, where each parcel was described, given a unique identifier, and the existing uses were recorded and photographed. This information became the basis of the master database that has been used throughout the process by State and local agencies to manage information for each property and water connection. Perhaps even more importantly, the data Oscar collected provided the best available information to generate water demand, which was key to the City’s ability to provide an accurate estimate for needed capacity, and negotiate the State’s development of multiple wells to provide water for the new connections.

Subsequent to the development of the master database, Oscar assisted in the outreach effort and the signing of over 700 extraterritorial service agreements. These agreements allow the City to extend services beyond our jurisdictional boundary. His involvement in meeting with multiple property owners and explaining the terms of the contract in ways that the general public could understand was not just an assignment, but also a personal mission to assist the community as a whole. Oscar’s investment in this enormous, legacy building effort, is the key reason why he was selected as April 2017’s Employee of the Month.
