July 2018 Employee of the Month

Trisha Whiteley

Finance Department

For the month of July 2018, we are pleased to honor Trisha Whiteley as employee of the month for the City of Porterville.  Trisha joined the Finance Team in July 2013 as an Administrative Aide.

Initially, her duties included Accounts Receivable processing, preparing monthly journal entries and auditing Accounts Payable checks.  She immediately exhibited great enthusiasm in her job and a willingness to learn and to help out when necessary.  She learned the Fixed Asset module next and learned to process accounts payable as a backup.  She performs a monthly reconciliation of the home loans subsidiary ledger to the general ledger and routinely updates the numerous spreadsheets used by the department.

In July 2015, Trisha was assigned as a support staff for the Transit Manager.  She started with the preparation of several transit reports and the billing for transit services.  She is now responsible for preparing the drawdown requests for reimbursements from the Federal Transit Administration (FTA).  She also works on the annual worksheet that becomes the basis for the Transit Agreement between the City of Porterville and the County of Tulare.  In April of this year, Trisha completed the documentation for the submittal of the very first drawdown request for reimbursement from the California Air Resources Board (CARB), for the 2 new electric buses the City purchased from GreenPower Motor Company and related expenses, in the amount of $1.6 million.

Also recently, Trisha worked with the FTA auditor during their triennial visit and review of the City’s transit system.  That audit resulted in some findings that had to be corrected quickly, if the City is to continue receiving FTA grants.  It was decided then that Trisha be appointed as DBE liaison officer for the City.  Trisha worked diligently with the Transit Manager, to complete the City’s FTA DBE Program Goals for Fiscal Years 2017, 2018 and 2019.  She also completed and submitted to FTA all the past due “Uniform Report of DBE Commitments/Awards and Payments” for the period April 2015 to March 2018.  She has had to deal with FTA’s Civil Rights Officer for this region who was not very helpful and at times condescending.  After all these submissions, the City finally received approval of the FTA grant.  And just last week, Trisha was able to submit to FTA, a request for funds in the amount of over $2 million for reimbursement of Transit operating expenses for the last year and a half.

Trisha continues to demonstrate exemplary performance.  Her work is thorough and organized, even through the very busy times.  She is able to work independently and she is always willing to step-up when help is needed.

Trisha is a graduate of Porterville High School.  She earned an Associate’s degree from Porterville College and continued her studies at Fresno State graduating with a Bachelor’s degree in Business Administration with an emphasis in Accounting.  She worked for Cigna Global Health Benefits as a claims processor before starting her career with the City Of Porterville.

Trisha is married to Eric.  They have 2 boys, Nathaniel, 19 and Ethan 18, and a girl, Ashley and a grandbaby, Vincent, who is 2 years old.  Trisha is very much involved with the kids and their extra-curricular activities and their support organizations.  She is currently the treasurer for the Monache football boosters.  Trisha is very creative and loves crafting, including painting and screen printing.  She likes to plan and organize weddings, birthdays and other special events for family and friends.

Thank you Trisha, for a job well done.  We are indeed very fortunate to have you as part of our team.
