December 2018 Employee of the Month

Sarah Weaver

Public Works Department

Sarah began her employment with the City of Porterville in December 2004 as a Clerical Assistant II, accepting, processing, monitoring, and issuing building permits. During this time, she also worked out of class as a Clerical Assistant III and promoted to the position in June 2006. She was an integral part of the Building Division with knowledge in permitting for new homes and subdivisions, HVAC’s, Re-Roofs, commercial building construction, electrical construction and processing legal notices to property owners, to name a few. Sarah also gave assistance in the permitting software upgrade, troubleshooting new versions and designing the new forms.

In June 2014, she worked out of class as an Administrative Aide and promoted to that position in November 2014 preparing federal aid project documentation, including authorizations, reimbursement requests, and project close-outs. She is responsible for effecting millions of dollars reimbursed to the city from federal, state, grants, and other sources. She assists in the construction project bid process including notices, reviewing manuals and bid summaries, and also tracks spending and monitors projects for labor compliance (prevailing wage).

Assignments where Sarah was instrumental to their success include the East Porterville water project and the Measure I sales tax.

For the East Porterville water project, she assisted with account sign-ups, answering questions from the public, processing city “tap” cards, and logging meter installations into county web-based software “Sharepoint.” She worked with the County, State and CSET to help resolve problems throughout the project. She also tracked City spending and prepared reimbursement packets.

For the Measure I sales tax, Sarah was tasked with the social media campaign for Measure I in September 2018. She was asked to create social media posts for each weekday leading up to Election Day. The posts varied between voting topics, projects, and services within the City, and Measure I information. Sarah monitored comments from the public to determine if the message needed to be adjusted to answer questions and concerns. The City is very proud to announce the successful campaign with the voting public of the City of Porterville passing Measure I. Sarah’s assistance was “impeccable” according to Police Chief Eric Kroutil.

Sarah is married to Shannon and their daughter, Irelynn, is a freshman at Northern Arizona University in Flagstaff, AZ, majoring in Biological Medicine with a goal of becoming a dentist. Sarah received a Bachelor’s Degree in Business Administration with a focus in Project Management while working full-time for the City.

In addition to fulfilling her duties as an Administrative Analyst for the Public Works Department, Sarah is the team mom for the north side of City Hall as she frequently coordinates food drives, toy donation, potlucks, baby showers, and fundraisers.
