CDBGThe Community Development Block Grant Advisory and Housing Committee functions in an advisory capacity to the City Council regarding the planning, implementation, and assessment of the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs.

This Committee consists of seven (7) residents of the City, appointed annually by the City Council.

Members:  Pat Contreras, Rebecca Contreras, Yalimar Garcia, Eriselda Lizarraga, Linda Mendez, Isabel Olmos, Jacqueline Verduzco Alanis

Meetings are held yearly, or as needed, City Hall, Conference Room, 291 N. Main Street.

The CDBG Committee serves in an advisory capacity to the City Council regarding program design, implementation, and assessment, to ensure that Porterville residents are given a full opportunity to participate in the CDBG Program. This Committee consists of seven residents of the city, appointed annually by the City Council. The Citizen Participation Plan places particular emphasis on obtaining representation of low and moderate income persons residing in slum and blight areas, members of minority groups, the elderly, the disabled, and residents of areas where the use of funds is proposed. Citizens and civic organizations are urged to make recommendations on the allocation of the City’s multi-purpose Community Development Block Grant funding, which the City receives yearly since 1981/82. Full participation in the planning of the Consolidated Plan, Action Plans, Analysis of Impediments and other CDBG required documents is expected. The committee attends special meetings and Public Hearings. Current dates for the spring of 2024 are:

  • May 7, 2024, 6:30 p.m. Public Hearing for Approval of 23/24 Substantial Amendment / City Hall – 291 N. Main St. & Virtually via the City’s YouTube channel: https://www.youtube.com/channel/UC5KuhSrNMNL9nwHJVtnJvvA

El Comité de CDBG sirve como asesor del Ayuntamiento de la Ciudad con respecto al diseño, implementación y evaluación del programa CDBG para asegurar que a los residentes de Porterville se les dé una completa oportunidad para poder participar en el programa de CDBG.  El comité consiste de siete residentes de la ciudad, designados anualmente por el Ayuntamiento de la Ciudad.  El Plan de Participación del Ciudadano pone énfasis particularmente en obtener representación de personas de ingreso bajo a moderado que residen en barrios bajos y áreas marchitas, miembros de grupos minoritarios, personas de tercera edad, los discapacitados, y residentes de áreas donde el uso de los fondos está propuestos.  Se les sugiere a los residentes y organizaciones cívicas que hagan recomendaciones en la asignación de los fondos de multiusos proporcionados por la Beca de Bloque del Desarrollo Comunitario, los cuales la Ciudad recibe anualmente desde 1981/82. Se espera la completa participación de los miembros del comité en la planificación del Plan Consolidado, Planes de Acción, Análisis de Impedimentos y otros documentos requeridos de CDBG.  El comité asiste a reuniones especiales y audiencias públicas.

Las reuniones especiales del comité y Audiencias Públicas actualmente programadas para la primavera del 2024 son las siguientes:
