DOWNTOWN MAIN STREET RECONSTRUCTION PROJECT UNDERWAY

Downtown Main Street will be seeing some improvements very soon! The City has been finalizing the Main Street Reconstruction project for several years and is now finally ready to move forward with construction. This project has been in development for the past few years as part of the City’s plan to revitalize the downtown area. The improvements are intended to enhance pedestrian and vehicle circulation as well as provide a destination for residents and visitors. With the design in place, the City advertised for bids for the first phase of the project and at its meeting on June 27, 2023 the Porterville City Council awarded the contract to Granite Construction Company of Fresno. The company was able to come in with a bid two (2) percent less than what the Engineer’s Estimate was. The City is looking forward to moving forward with the project now that the bid has been awarded and construction can begin.

The project will be completed in several phases to help mitigate traffic hazards for the downtown area and to accommodate funding. The project will entail reconstructing Main Street from Morton Avenue to Olive Avenue. There will be a total of four (4) different phases, with the first phase aiming for completion by November 2023 to ensure that the road is ready for the Veteran’s Day parade. The first phase will be between Putnam Ave and Morton Avenue and will consist of the removal and replacement of the existing asphalt and base and the six (6) inch cast iron water main. It will also include the installation of new barrier curb and gutter, conduit, and installing video detection at the intersection of Main Street and Putnam Avenue and Main Street and Morton Avenue. Phase two (2) consists of street reconstruction from Morton Avenue to Putnam Avenue. Phase three (3) consists of street reconstruction from Putnam Avenue to Olive Avenue. Phase four (4) consists of reconstruction of the intersection along the corridor to include decorative concrete. The completed project will enhance traffic flow and the aesthetic look of the downtown area.

Funding for the project had previously been approved and will not affect the current budget or any other planned road projects. The funding will be sourced out of the Road Maintenance Rehabilitation Account and from Local Transportation Funds.
